Premature Legislation

The House and Senate have completed the reconciliation of the Financial Reform bill, now ironically known as the Dodd-Frank Bill.  The vote in each house of the legislature is due shortly.  Meanwhile, the Financial Crisis Inquiry Commission, created by President Obama to unearth the root causes of the economic crisis, is continuing to investigate and is slated to complete its work in October.

Call me crazy, but shouldn't the 2400 page Fin Reg bill incorporate the findings of the Financial Crisis Inquiry Commission?  I guess the politicians already know the answer to what caused the crisis!
